As part of the #MOACG initiative “Article by Article”, a comprehensive comparative analysis of the Montenegrin Law on Youth has been conducted, with a particular emphasis on its compliance with European standards, EU acquis, and relevant regional practices. The analysis highlights systemic gaps, formulates evidence-based recommendations, and outlines policy solutions that can contribute to strengthening the legal and institutional framework for youth and enhancing their social inclusion and participation.
The assessment indicates that Montenegro has established a solid legislative basis; however, several critical aspects require further alignment and development. These include the definition and recognition of youth organizations, sustainable financing mechanisms, the professionalization of youth work, as well as mainstreaming youth participation across all sectoral policies.

The project “Article by Article: Strengthening Institutional Support for Youth” is implemented by #MOACG, in partnership with the NGO Education for Knowledge, and in cooperation with the Youth Office of the Secretariat for Local Self-Government and Cooperation with Civil Society of the Capital City Podgorica. It is carried out within the programme “SYNERGY Montenegro – Strengthening Youth Networks and Empowering Resilient Groups and Young People in Montenegro”, coordinated by the Centre for Civic Education (CCE), in partnership with the Friedrich Ebert Foundation (FES) and NGO Multimedijal (MMNE), in close cooperation with the Ministry of Sports and Youth. The action is funded by the European Union and co-financed by the Ministry of Regional Investment Development and Cooperation with Civil Society.
