Youth Are Shaping the City: European Youth Capital 2028 Programme Kicks Off with an Idea for Night-Time Public Transport!

The hackathon “Mobility Designed for Young People”, held at the Radosav Ljumović National Library, officially marked the beginning of the implementation of the European Youth Capital Podgorica 2028 programme activities, under the slogan “Youth Are Shaping the City.”

The hackathon was organised by the City Secretariat for Local Self-Government and Cooperation with Civil Society – Youth Office, and the Secretariat for Spatial Planning and Sustainable Development, in cooperation with the Secretariat for Transport, as part of the Podgorica European Youth Capital 2028 Programme for 2026 and the thematic area “Active Youth Participation.”

Students from Podgorica secondary schools developed innovative solutions aimed at improving transport, mobility and quality of life in the city. With mentoring support from Professor Boško Matović of the Faculty of Mechanical Engineering at the University of Montenegro and Mervan Drpljanin from the City Secretariat for Transport, they transformed their ideas into concrete proposals.

The jury, consisting of representatives of the Secretariat for Spatial Planning and Sustainable Development, the Secretariat for Transport and the Science and Technology Park of Montenegro, selected as the winning proposal the idea developed by students of the Construction and Geodesy Secondary School. They proposed introducing night-time bus lines in Podgorica, allowing citizens to use public transport later in the evening, after various venues and facilities across the city have closed. This would be particularly valuable for young people, while also contributing to safer and more reliable public transport.

The hackathon created new opportunities for young people – from participating in decision-making and developing new skills to having a direct impact on the future development of Podgorica. Participants highlighted that the hackathon enabled them to develop their skills, exchange ideas and actively contribute to the development of their city.

“We are grateful to the City of Podgorica for listening to and taking young people’s views into account, supporting their ideas and helping turn them into reality,” the students said.
